Abstract

Das im Rahmen des Projekts "Austrian Transition to Open Access (AT2OA)" erstellte Papier "Open-Access-Publikationsfonds. Einrichtung und Förderbedingungen" ist als Leitfaden für die Gestaltung der Förderrichtlinien von Open-Access-Publikationsfonds konzipiert. Das Dokument soll insbesondere jenen Institutionen als Hilfsmittel dienen, die erstmals einen Open-Access-Publikationsfonds einrichten. Darüber hinaus möchte es auch Anstoß zur kritischen Durchsicht der Förderbedingungen bereits bestehender Publikationsfonds geben. Als Leitfaden bietet es einen Überblick über Fragestellungen, die im Zuge der Ausgestaltung von Förderbedingungen geklärt werden sollten. Es stellt zu jedem Punkt unterschiedliche Regelungsmöglichkeiten mit ihren Vor- und Nachteilen dar. Auf diese Weise wird gewährleistet, dass die Regelungen leicht an die individuellen Anforderungen verschiedener Einrichtungen oder Disziplinen angepasst werden können. In Form von Empfehlungen gibt das Papier auch einen Impuls zur Vereinheitlichung der Förderbedingungen verschiedener Einrichtungen. Eine solche Vereinheitlichung zielt darauf ab, klare Rahmenbedingungen für Wissenschaftlerlnnen zu schaffen, die Kosteneffizienz zu steigern und gegenüber Verlagen einheitliche Standards kommunizieren zu können. The guidance document "Open Access Publication Funds - Establishment and Funding Conditions" was developed within the "Austrian Transition to Open Access (AT2OA)" project. It was created to provide a framework for the development of funding conditions for Open Access Publicatton Funds especially for institutions planning to set up an Open Access Publication Fund. In addition, it is meant to support a critical review of the funding conditions of existtng publication funds. The document provides a wide ränge of questions that should be addressed when defining funding conditions. It offers different options and their respective advantages and disadvantages, ensuring that the policies and conditions can easily be adapted to the requirements of individual institutions or disciplines. Moreover, it offers a number of recommendations for standardising funding conditions with the aim of providing a clear framework for scientists, increasing cost efficiency and communicating uniform standards to Publishers.
