
This paper identifies systemic problems in how academic research is structured, evaluated, and supported. It argues that current incentive structures have drifted from the purposes of scholarship and calls for institutional realignment. Through a set of guiding principles and a framework for coordinated reform, it outlines how universities, funders, and scholarly communities can strengthen the conditions under which sustained inquiry and intellectual independence flourish.
