El planeamiento estratégico es una herramienta fundamental en la gestión pública, ya que permite alinear las actividades y recursos de las instituciones con los objetivos que estas buscan conseguir. Este artículo propone una revisión sistemática de la literatura científica sobre el planteamiento estratégico como instrumento de gestión en instituciones educativas públicas. Para ello se analizaron 20 artículos provenientes de repositorios como EBSCO, Scielo, Sciende Direct y Scopus desde el año 2018 al 2023 y se identificó que en los organismos públicos se ha incrementado el planeamiento estratégico en los últimos años, teniendo su pico más alto en los años 2023 y 2022, así mismo, se encontraron artículos provenientes de América, Asia y Europa, con un aporte preponderante del continente americano, especialmente de Perú, donde se encontraron 4 artículos aptos, seguido de México y Brasil con 2 artículos cada uno. Este estudio contribuye con la identificación que el enfoque preferido de estudios es el cualitativo sobre el cuantitativo, sumado a ello el alcance más frecuente es el descriptivo; por último. Las limitaciones principales del estudio fueron la cantidad limitada de repositorios incluidos, el periodo de tiempo seleccionado, la búsqueda en inglés y español que excluyó artículos en otros idiomas y la exclusividad de las investigaciones enfocadas en el sector público. Para terminar, se propone una agenda de investigación.

Strategic planning is a fundamental tool in public management, since it allows aligning the activities and resources of the institutions with the objectives they seek to achieve. This article proposes a systematic review of the scientific literature on the strategic approach as a management tool in public educational institutions. For this, 20 articles from repositories such as EBSCO, Scielo, Sciende Direct and Scopus were analyzed from 2018 to 2023 and it was identified that strategic planning has increased in public organizations in recent years, having its highest peak in the years 2023 and 2022, likewise, articles from America, Asia and Europe were found, with a preponderant contribution from the American continent, especially from Peru, where they were found. 4 eligible articles, followed by Mexico and Brazil with 2 articles each. This study contributes to the identification that the preferred focus of studies is the qualitative one over the quantitative one, added to this the most frequent scope is the descriptive one; finally. The main limitations of the study were the limited number of repositories included, the selected time period, the search in English and Spanish that excluded articles in other languages, and the exclusivity of research focused on the public sector. Finally, a research agenda is proposed.
