Multidimensional Assessment of Rural Social Infrastructure

Abstract

Įrodymais grįstos viešosios politikos ir į rezultatus orientuoto kaimo socialinės infrastruktūros (KSI) valdymo kontekste ypač svarbu stiprinti ekonominių socialinių rodiklių įtaką, kad jie taptų neatsiejama KSI būklės stebėsenos šalies vystymosi perspektyvoje priemone. Straipsnyje yra sprendžiama mokslinė problema, kaip įvertinti KSI (kaimo socialinės infrastruktūros) būklę ir kas lemia KSI, kaip kaimiškų vietovių konkurencingumo vienos iš dedamųjų, vystymosi netolygumus. Prieš atliekant tyrimą, iškelta prielaida, kad daugiadimensinis KSI vertinimas yra tinkamas teritorinei socialinei sanglaudai atskleisti: integruotas KSI būklės rodiklis parodo nevienodą teritorinį šalies išvystymą, socialinės infrastruktūros paslaugų koncentraciją didžiuosiuose miestuose arba rajonų centruose, centralizacijos principu pagrįstą kaimo socialinės infrastruktūros vystymo problemų sprendimą. Tirta kaimo socialinė infrastruktūra. Siekta parengti ir patikrinti KSI būklės daugiadimensinio vertinimo metodiką, norint užtikrinti teritorinę ir socialinę sanglaudą. Siekiant tyrimo tikslo, apibendrinti teoriniai kaimo socialinės infrastruktūros vystymo, norint užtikrinti teritorinę ir socialinę sanglaudą, aspektai; parengta KSI daugiadimensinio vertinimo metodika; atskleisti Lietuvos KSI vystymosi netolygumai ir kritinės sritys. Išanalizavus Lietuvos KSI būklės duomenis, nustatyti regioniniai KSI išsivystymo skirtumai, kurie mažina visos Lietuvos konkurencingumą ir teritorinę socialinę sanglaudą. Akcentuojant, kad pastaraisiais metais pastebimi pozityvūs investicinių projektų naudojimo pokyčiai, kartu nurodoma, kad KSI prieinamumo ir pasiekiamumo vietos ir sektorių atžvilgiu reguliavimas nėra optimalus. Išryškinama, kad, įgyvendinant KSI investicines priemones, nepakankamai veikia transporto, ryšių ir telekomunikacijos sektoriai, o švietimo, ugdymo, konsultavimo ir kultūros, sporto, rekreacijos sektorių, sudarančių sąlygas įgyti išsimokslinimą, paruošiančių gyventojus vartoti aukštesnio diferenciacijos lygio KSI paslaugas, vertinimas išlieka kontraversiškas.

Eco-social indicators need to be given more importance in the management of an evidence-based public policy and results-oriented rural social infrastructure (RSI) in order for them to become an integral measure in the monitoring of country's development. The research aim - to prepare and test a methodology for the multidimensional assessment of the condition of RSI in order to ensure the territorial and social cohesion. The following objectives have been set out: 1) to summarize theoretical aspects of rural social infrastructure development in the context of territorial social cohesion; 2) to prepare a methodology for the multidimensional assessment of RSI; 3) to reveal inequalities and critical areas of Lithuanian RSI development The analysis of Lithuanian RSI data revealed differences in KSI development in different regions which negatively affect Lithuania's competitiveness and territorial social cohesion. While the articles notes that there have been some positive changes in the use of investment projects over the last couple of years, it also indicates that management of RSI availability and accessibility with respect to locations and sectors is not optimal. It explains that the implementation of KSI investment measures suffers from the lack of support from transportation, communications and telecommunications sectors, whereas the assessment of education, training, consultancy and culture, sports, and recreation sectors as providers of education and agents which introduce the population to more differentiated KSI services remains controversial.
