Abstract

Likya, Pamfilya ve Pisidya bölgelerinin tarihi, hem barındırdıkları hem de komşuoldukları birçok dağlı kabilenin sebep olduğu, haydutluk/korsanlık faaliyetleri veisyanlarla doludur. Kıyılardaki uygar kentler tarih boyunca, iç kesimlerde yaşayangöçebe toplumların kurbanları olmuşlar; Pisidyalılar, Homonadalılar ve özellikleİsavriyalılar'ın yağmalarının yol açtığı terör ve karışıklıklar, başta Pamfilya olmaküzere Pisidya ve Likya'da da adeta bir yaşam biçimine dönüşmüştür. DahaHellenistik Çağ'dan itibaren kentlerin kırsal alan güvenliği için bir dizi önlem aldığınıgörüyoruz. Çeşitli isimler altında kurulmuş olan farklı birçok güvenlik teşkilatı butedbirlerin başında gelir: Bunlar eirenarkhes, lestodeioktes, lestophonos,paraphylaks, orophylaks, diogmtes ve neaniskos'lar ile Likya Birliği'nin resmigüvenlik gücü olan hypophylaks'lardır.Likya, Pamfilya ve Pisidya'daki dağlı kabileler tarih boyunca tam olarakkontrol altına alınamadıkları için, buralardaki haydutluk faaliyetleri ve bunlara karşıalınan önlemler de hiçbir zaman son bulmamıştır. M.Ö. II. yüzyılın ortasından M.S.IV. yüzyılın sonuna kadar bölgede çeşitli tedbirler alan Roma ve kentler bu konudatam bir başarı sağlayamamıştır

This study to analyse the means by which the local police forces and the Romanarmy attempted to keep the peace in Lycia, Pamphylia, Pisidia and the factorsinherent in the social structure that may have helped or hindered this process. Thelocation and activities of the police officers (eirenarkhes, paraphylaks, eirenesprostates, lestophylaks, orophylaks, arkhiphylaks, hypophylaks), will be set againstthe areas known to be the bases of bandits, and their effectiveness in lawenforcementassessed. I shall also examine their status in their status in thecommunity and their consequent impact on the potential criminal and law-abidinggroups in the province. The activities of the post-Diocletianic standing garrison andthe campaigns of imperial armies will be considered together with the morepeaceful pacification carried out by means of recruitment and veteran settlement.Such activities will be set in the context of social and economic structure of theprovince itself, and related to developments in thi structure. We hope to show howthe peace was kept by the active cooperation of the local ruling classes,who hadmuch to lose from any disturbance
