Abstract

En un contexto de intensificación de las actividades extractivas en América Latina, y Argentina en particular, proponemos explorar sus impactos en el Valle de Famatina, en la provincia de La Rioja (Argentina). La hipótesis de este trabajo es que la extensión de emprendimientos operados bajo la lógica del agronegocio y diversos proyectos de megaminería en la región contienen disputas manifiestas y latentes con las producciones agrícolas tradicionales y los modos de vida locales. En el caso de estudio, la disputa gira en torno a la apropiación material y simbólica de la tierra/territorio y el agua. Para abordar esta problemática proponemos, a través de una revisión bibliográfica, una reconstrucción de los elementos del modelo extractivo, para luego rastrear sus especificidades en el caso propuesto. Este último punto recurre metodológicamente a una combinación de técnicas cuantitativas, principalmente análisis de diversas fuentes estadísticas, y técnicas cualitativas, como la observación participante, entrevistas y análisis de medios periodísticos y comunicados de las organizaciones. En términos generales, una de las conclusiones que arroja el análisis es la presencia superpuesta de disputas en torno al agua protagonizada por las producciones locales, los diferimientos agropecuarios, las diversas empresas mineras que intentaron establecerse en el Valle y la población local.

In a context of intensification of extractive activities in Latin America in general, and in Argentina in particular, we intend explore their impacts on the Famatina Valley, in the province of La Rioja (Argentina). The hypothesis of this paper is that the extension of enterprises that operate under the logic of agribusiness and various projects of mega-mining in the region contain manifest and latent disputes with traditional agricultural production and local livelihoods. In the case studied, the dispute turns round material and symbolic appropriation of land/territory and water. To face this issue we propose to review a reconstruction of the elements of the extractive model through bibliography and then we track their specificities in the proposed case. The analysis methodologically draws on a combination of quantitative techniques, mainly analysis of statistical sources, and qualitative techniques, such as participant observation, interviews and analysis of news media and communications of the organizations. Overall, one of the conclusions that show the analysis is the presence of overlapping disputes over water starring local production, agricultural deferrals, various mining companies that tried to settle down in the Valley and local population.
