La politique agricole commune

Abstract

La politique agricole commune (Pac), qui fut au coeur de la construction européenne, divise aujourd'hui les États membres. On lui reproche son coût (près de 40 % du budget européen) et la répartition très inégalitaire de ses bénéfices. On l'accuse de nuire aux pays en développement, à l'environnement, et même d'être responsable de la dérive productiviste de l'agriculture industrielle. Pourtant, vingt années de réformes ont modifié radicalement la Pac. Aujourd'hui, elle finance davantage des politiques en faveur de l'environnement et du développement rural et ne correspond plus tout à fait aux clichés véhiculés. Cet ouvrage apporte des éléments d'information sur le fonctionnement de la Pac et ses évolutions récentes. Il propose aussi des éléments d'analyse économique des réformes, avec pour objectif de permettre au lecteur de porter son propre jugement sur les critiques adressées à la Pac comme sur les différentes positions exprimées dans le débat européen sur son avenir.
