Gestion de crise environnementale et démocratie participative : le cas de l'incinération des déchets ménagers

Abstract

L'article s'intéresse à la planification de la gestion des déchets ménagers et assimilés, à travers notamment la question de l'acceptabilité sociale de l'incinération. Dans une première partie, nous mettons en évidence les raisons de cette mauvaise acceptabilité sociale, produit non seulement des faiblesses du régime institutionnel français de gestion des déchets, mais également de la très mauvaise gestion de la crise des dioxines. Dans ce contexte de mauvaise gestion nationale, nous nous interrogeons sur les stratégies suivies par les collectivités locales pour, malgré tout, faire face aux contraintes de gestion locale des déchets. A partir d'une recherche effectué pour le Ministère de l'Ecologie et du Développement Durable, nous tâchons de mettre en évidence que la stratégie suivie par certaines collectivités locales, à savoir l'organisation d'un débat public portant non pas sur un projet précis, mais sur l'ensemble de la problématique déchets, est la mieux à même d'aboutir à des solutions dotées de stabilité en dynamique, comme le prône notamment l'économie des conventions.
