The working assumption is that the problems of small, select groups are usually solved, while those of large unselected classes frequently are not. Having spent a decade at a new urban campus, and almost two years on a campus which is a century old but which grew to major size only in the late 1960's, my experience has always been tempered by the "packaging problem" of a student body which quadruples in a few years. I should add, nevertheless, that some adjustment was required in changing from one campus to the other.
