The close connection between Arrow's (1964) problem of constructing a desirable social welfare function and that of finding strategy-proof group decision procedures has been noted by several writers.' In view of the logical connection between the two problems, the question naturally arises whether the various well known " restricted preference'> conditions which ensure transitivity, quasi-transitivity, etc. of several decision rules by restricting the configurations of individual preferences, can also ensure their strategyproofness.2 This question, first raised by Zeckhauser (1973), has subsequently engaged the attention of a number of writers (see, for example, Pattanaik (1976, 1978), Sengupta (1976), Sengupta and Dutta (1979), Dutta (1977), Kalai and Muller (1977), Blin and
