This paper [and its second part, ibid. 340, 617-640 (1993; Zbl 0820.55006) below] attempts a new inductive construction of the Smith-Toda spectra \(V(m)\) and higher order EHP spectra. The problem is approached from an unstable point of view, using EHP sequences and formulating properties of a conjectured unstable filtration whose existence would lead to such an inductive construction. The first case of \(V(0)\) is considered in detail. The construction is based on results of Cohen, Moore, and Neisendorfer and some recent work of Anick.
