THIS CHAPTER is concerned with research directed at the over-all task of providing special education services. As background for the organization of special education, reports on general philosophy and theory of special education, legislation, prevalence studies, and surveys of special education in other countries are reviewed preliminary to discussion of the three areas indicated in the title of the chapter. At the outset, we must point out the dearth of real research in this area. With the exception of a few specific topics, problems of organization, administration, and supervision have received little attention from researchers. Even factual surveys of present practice that might form the basis for establishing research hypotheses have been scarce. Bibliographies of the literature on exceptional children give evidence of the paucity of studies on organization, administration, and supervision. The Elementary School Journal has continued its series of selected references on special education each year, compiled by Kvaraceus (1960, 1961) and McInnis (1962).
