
The estimation problem for success probability p, in a sequence of Bernoulli trials, is considered. The loss function is the sum of a multiple of the symmetrized relative squared estimation error appropriate for p close to 0 or 1, and the aggregate cost of observations. A two-stage sampling procedure is proposed and its asymptotic properties for the risk and the moments are studied from both a frequentist and a Bayesian viewpoint.
