Since the end of the Second World War, with the breakdown of authoritarian states under the impact of globalisation, new wars have become more prominent than previously (Kaldor, 2005). Following the end of the Cold War, these new wars increased dramatically and started to be considered to be a threat to efforts aimed at attaining the international objective of EFA (Kagawa, 2005; Novelli, 2011). In order to counteract this threat, the international community has collaborated over the past 20 years with various post-conflict societies to rehabilitate, reconstruct, develop, and strengthen their education systems (Barakat, Connolly, Hardman, & Sundram, 2013). This involvement also led to the production of the 2011 EFA Global Monitoring Report, which is focused on education and conflict issues (UNESCO, 2011).
