Abstract

Forderungen nach einem transparenten Kosten- und Publikationsmonitoring im Kontext der Open-Access-Transformation gibt es bereits seit mehreren Jahren. Mit dem 2021 gestarteten DFG-Förderprogramm 'Open-Access-Publikationskosten' und den Anfang 2022 erschienenen Empfehlungen des Wissenschaftsrats zur Transformation des wissenschaftlichen Publizierens zu Open Access gewinnt das Thema weiter an wissenschaftspolitischer Bedeutung. Wissenschaftliche Bibliotheken und Einrichtungen in Deutschland stehen vor der Herausforderung, Informationsbudgets zu implementieren. Ziel ist ein jeweils einrichtungsweites und transparentes Publikations- und Kostenmonitoring, d. h. die systematische Erfassung und Auswertung des Publikationsaufkommens einer Einrichtung sowie der zentral und dezentral anfallenden Kosten für das Publizieren und die Literaturversorgung. Werkzeuge und Prozesse müssen dabei in enger Kollaboration mit vielen anderen Organisationseinheiten angepasst und entwickelt werden, beispielsweise mit Haushalts- und Drittmittelabteilungen, Controlling, Berichtswesen und Forschung. Die im Rahmen des BMBF-geförderten Projekts open-access.network Anfang 2023 gegründete Fokusgruppe Informationsbudget dient dem praktischen Erfahrungsaustausch zwischen wissenschaftlichen Bibliotheken. In der Gruppe wollen wir gemeinsame Bedarfe und Voraussetzungen identifizieren, notwendige Handlungsfelder diskutieren, mögliche Maßnahmen definieren und deren Umsetzung planen. Der Vortrag stellt die Zielsetzungen und Arbeitsweisen der Fokusgruppe sowie ihrer thematischen Untergruppen vor, geht auf bisherige Aktivitäten ein und gibt einen Einblick in unsere aktuellen Diskussionen und ersten Ergebnisse.
