Abstract

Le présent document fournit une estimation des dépenses de consommation des ménages dans la zone frontalière franco-suisse effectuées par les membres du personnel employés (bénéficiaires d’un contrat de durée limitée ou d’un contrat de durée indéterminée) et par les membres du personnel associés travaillant au CERN pour une durée limitée mais étant considérés comme résidents. Il donne également des projections relatives aux dépenses des ménages qui pourraient résulter de la mise en œuvre du programme FCC-ee. Ce rapport informe sur l’ampleur de la potentielle perte économique qui pourrait découler de la baisse des dépenses de consommation des ménages en cas de non-réalisation du FCC. Sur une période de 30 ans d’exploitation opérationnelle des infrastructures de recherche, le CERN et la totalité de ses activités de recherche scientifique induisent 8,9 milliards d’euros de dépenses globales relatives à la consommation des ménages dans la région. En ce qui concerne le FCC-ee, la durée de son programme est prévue sur 30 ans, avec une première phase de conception et de construction de près de 13 ans puis environ 17 ans d’exploitation avant de poursuivre sur le programme FCC­­-hh. Ce présent rapport ne tient pas compte des effets du FCC-hh. Les effets économiques induits par les dépenses ménagères des personnes qui travaillent au CERN et résident sur le territoire s’élèveraient àenviron 4,4 milliards d’euros sur la durée de cette première période de recherche (ne tenant pas compte de l’évolution des prix), soit environ 146 millions d’euros par an. La part pouvant être attribuée au programme FCC-ee seul atteindrait environ 3,4 milliards d’euros, soit approximativement 114 millions d’euros par an. Ce dernier chiffre peut ainsi être considéré comme une perte potentielle pour l’économie régionale si le programme FCC ne se réalise pas. Environ 70 % des dépenses des ménages du CERN devraient être effectuées sur le territoire français et 30 % sur le territoire suisse.
