The present work aims to mitigate conflicts faced by older adults, due to the vulnerability to which they are subjected and the non-observance of their rights. From this, an analysis is made of the role of human rights and the constitutional rights of older adults. It is evident that to assess the living conditions of the elderly, some aspects such as culture, the social environment, food, and social security, which directly affect the reality of the elderly. To this extent, the objective of this research is to identify intervention strategies for the violation of the rights of the elderly. For the modeling of the study, the Delphi method was used to determine the factors that affect the violation of the rights of the elderly. It is concluded that the state bodies must carry out periodic assessments of plans, programs, and projects to benefit the care of the elderly and to improve, restructure or expand the coverage and quality of services for this group of people
