Abstract

Resumen: Este escrito tiene como propósito teorizar sobre las mutaciones en los regímenes de gobierno de la pobreza que acarrea el desarrollo y la progresiva institucionalización político-administrativa de sistemas de información para la protección social en el campo de la política asistencial. La hipótesis de trabajo sostiene que la estatización de los sistemas de información social asiste a la apertura de un nuevo polo para la organización del poder, denominado biopolítico informacional, que tracciona progresivamente el régimen gubernamental foco-familiarista de la política asistencial hacia otro de tipo securitario-preventivista. Ciertamente, es a partir de este maridaje progresivo entre estas plataformas tecno-digitales y el poder político que se opera un desbloqueo epistemopolítico para el gobierno de la pobreza ya no como objeto focal, fragmentario y disperso, sino, tanto más, como realidad multidimensional e integrada pasible de ser administrada y regulada en clave (sobre) poblacional. Abstract: The purpose of this writing is to theorize about the mutations in poverty governance mechanisms that leads to the development and the progressive political-administrative institutionalization of information systems for social protection in the field of welfare policy. The working hypothesis maintains that the nationalization of social information systems assists in the opening of a new pole for the organization of power, called informational biopolitical, which progressively pulls the focus-familiarist governmental regime of welfare policy towards another of a security-preventivist type. Certainly, it is from this progressive pairing between these technodigital platforms and political power that an epistemopolitical unlocking for the government of poverty is operated, no longer as a focal, fragmentary and dispersed object, but rather as a multidimensional and integrated reality capable of being managed and regulated in (over) population code.
