Abstract

Objetivos: O artigo empreende um balanço da história do monitoramento e da avaliação do Programa Nacional de Alimentação Escolar (PNAE), pelo Fundo Nacional de Desenvolvimento da Educação (FNDE), de 1997 a 2015. Adota a teoria da dependência da trajetória como estrutura analítica. Assim levanta momentos críticos para as escolhas de formatação; elenca elementos institucionais e estruturais de condicionamento da trajetória e suas sequências autorreforçantes; reconhece sequências reativas que servem de feedback positivo ou negativo ao processo; e descreve os resultados finais observados a partir da solução dos conflitos que emergiram na etapa das sequências reativas. Métodos: Reúne fontes bibliográficas a partir do Google Scholar, da Biblioteca Digital de Teses e Dissertações (BDTD), da Scientific Electronic Library Online (SciELO) e dos Periódicos da Coordenação de Aperfeiçoamento de Pessoal de Nível Superior (CAPES). Condensa as principais abordagens de dependência da trajetória em uma estrutura analítica multifatorial, aplicada ao recorte temático e temporal. Resultados: o PNAE teve progressos significativos no período focado. Entretanto houve uma série de constrangimentos na implementação que impediu que o Programa atendesse à expectativa da formulação. Conclusões: As metodologias do FNDE, destinadas a lidar com os efeitos de aprendizagem, os mapas mentais e as visões de mundo dos seus recursos humanos, não engendraram a produção de indicadores para o PNAE que abarcassem a essência de seus desideratos normativos. Estes foram cumpridos parcialmente no intervalo considerado.

The article undertakes a review of the history of monitoring and evaluation of the National School Feeding Program (PNAE), by the National Education Development Fund (FNDE), from 1997 to 2015. It adopts the theory of path dependence as an analytical framework. This raises critical moments for formatting choices; it lists institutional and structural elements of path conditioning and its self-reinforcing sequences; recognizes reactive sequences that provide positive or negative feedback to the process; and describes the final results observed from the solution of conflicts that emerged in the stage of reactive sequences. Methods: It gathers bibliographic sources from Google Scholar, the Digital Library of Theses and Dissertations (BDTD), the Scientific Electronic Library Online (SciELO) and the Periodicals of the Coordination for the Improvement of Higher Education Personnel (CAPES). It condenses the main path dependence approaches in a multifactorial analytical framework, applied to the thematic and temporal scope. Results: the PNAE made significant progress in the period in question. However, there were a series of constraints in the implementation that prevented the Program from meeting the expectations of the formulation. Conclusions: The methodologies of the FNDE, destined to deal with the learning effects, the mental maps and the worldviews of its human resources, did not engender the production of indicators for the PNAE that encompass the essence of its normative desideratum. These were partially fulfilled in the considered interval.
