The main prerequisites of low innovative activity of modern enterprises are inefficient management of innovation potential, lack of material motivation of competent and qualified personnel, shortage of material and technical resources required to organize the implementation of innovative development programs, partial financial support of programs. Especially these influences are shown in the conditions of intensification of foreign economic activity, globalization, migration crisis and financial and economic risks. The specified facts actualize the theme of the research.
