Abstract

In der zweiten Projektphase, des von swissuniversities unterstützten Projektes OA-EASI (Open Access for Educational and Applied Sciences), wurden ab August 2020 bis Januar 2021 elf Experten*innenInterviews mit Vertreter*innen aus drei Verlagen und acht Zeitschriftenredaktionen geführt. Die befragten Verlage/Zeitschriften publizieren in den Landessprachen, sind praxisorientiert und gehören gemäss der im ersten Teil von OA-EASI durchgeführten Publikationsanalyse zu jenen Medien, in denen Angehörige von Pädagogischen Hochschulen und Fachhochschulen in der Schweiz mitunter am häufigsten publizieren. Keine der befragten Zeitschriften/Verlage steht im Fokus von nationalen oder internationalen Förderbestrebungen rund um Open Access. Die Interviews wurden anhand eines Interviewleitfadens und, bis auf zwei Ausnahmen, digital mittels Video-Calls durchgeführt. Drei der acht Zeitschriften sind bereits Gold Open Access und zwei der drei Verlage publizieren regelmässig Open-Access-Buchpublikationen. Die befragten Verlage/Zeitschriften sind bezüglich Finanzierung, Personalressourcen, Ausrichtung sowie Anbindung an die Hochschulen sehr heterogen. Eine Auswertung der Interviews hat gezeigt, dass die drei grössten Problemfelder für eine Transformation zu Open Access in (lückenhaften) Informationen über Open Access, in fehlenden nachhaltigen Finanzierungsstrategien sowie in technologischen Herausforderungen bestehen. Als Chancen eines Flippings zu Open Access wurden die zeitgemässe Positionierung der Zeitschrift sowie Optimierungen bzgl. Prozessen und inhaltlicher Qualität (Peer Review) genannt. Dans la deuxième partie du projet OA-EASI (Open Access for Educational and Applied Sciences) soutenu par swissuniversities, onze "entretiens d'experts" ont été menés entre août 2020 et janvier 2021 avec des représentants de trois éditeurs et huit rédacteurs de revues. Tous les éditeurs/journaux interrogés publient dans les langues nationales, sont orientés vers la pratique et, selon l'analyse des publications effectuée dans la première partie d'OA-EASI, font partie des médias dans lesquels les membres des hautes écoles pédagogiques et des hautes écoles spécialisées de Suisse publient le plus fréquemment. Aucune des revues/éditeurs interrogés ne bénéficie d'un soutien national ou international en faveur de l'accès libre. À deux exceptions près, les entretiens ont été menés par voie numérique lors d'appels vidéo, à l'aide d'un guide d'entretien. Trois des huit revues sont déjà en Gold Open Access et deux des trois éditeurs publient régulièrement des livres en Open Access. Les éditeurs/journaux interrogés sont très hétérogènes en termes de financement, de ressources en personnel, d'orientation ainsi que de liens avec les universités. L'analyse des entretiens a montré que les trois principaux problèmes liés à la transformation vers l'accès libre sont les informations (incomplètes) sur l'accès libre, le manque de stratégies de financement durables et les défis technologiques. En même temps, des opportunités associées à une transformation vers l’accès libre ont été identifiées : il s'agit notamment de l'apparence contemporaine de la revue et d'une optimisation des flux de travail et de la qualité du contenu (Peer Review). In the second part of the OA-EASI project (Open Access for Educational and Applied Sciences) supported by swissuniversities, eleven "expert interviews" were conducted between august 2020 and January 2021 with representatives from three publishers and eight journal editors. All of the publishers/journals interviewed publish in the national languages, are practice-oriented and, according to the publication analysis conducted in the first part of OA-EASI, are among the media in which members of universities of teacher education and universities of applied sciences in Switzerland publish most frequently. None of the journals/publishers interviewed is within the focus of national or international efforts to promote OA. With two exceptions, the interviews were conducted digitally in video calls using an interview guide. Three of the eight journals are already Gold Open Access and two of the three publishers regularly publish Open Access book publications. The publishers/journals interviewed are very heterogeneous in terms of funding, staff resources, orientation and links to universities. An evaluation of the interviews Open Access for Educational and Applied Sciences in Switzerland (OA-EASI) OA-EASI | Auswertung der Experten-Interviews | 2021 3 showed that the three biggest problem areas for a transformation to OA are (incomplete) information about OA, a lack of sustainable financing strategies and technological challenges. The chances of flipping to OA are the contemporary positioning of the journal and optimisation of processes and content quality (peer review).
