ОСОБЛИВОСТІ РЕГУЛЮВАННЯ ПИТАНЬ МІГРАЦІЇ БІЖЕНЦІВ НА НАЦІОНАЛЬНОМУ І МІЖНАРОДНОМУ РІВНЯХ

Abstract

The purpose of the article is to reveal the features of the regulation of refugee migration issues at the national and international levels. It was noted that today the issue of migration movements of the population is of particular importance, given the fact that the number of people who change their permanent place of residence, place of work and study is growing. According to the United Nations High Commissioner for Refugees (UNHCR), by the end of 2017, 68,5 million people (25,4 million refugees, 40 million internally displaced persons and 3,1 million searchers shelters) were forcibly displaced around the world. This is 2,9 million there are more people than in 2016. Therefore, the issue (main aspects) of normative regulation of migration issues both at the international and national levels play an important role in the process of determining the principles of state regulation of the country's social policy. Recognizing the theoretical and practical value of individual studies on the problem, it is advisable to note that currently insufficient attention is paid to the specifics of regulating refugee migration issues at the national and international levels. It is concluded that: 1. Today there is a need for the development and operation of joint unified international documents that create regional international associations. After all, this will increase the effectiveness of the implementation of the basic principles of the migration policy of each individual country. 2. One of the topical issues is the issue of migration policy and the development of international cooperation in the field of protecting the rights of refugees. Despite the significant legislative volume of the international level, the EU level and the level of individual countries, there are still issues related to ensuring and realizing the rights of refugees. This situation is facilitated by significant violations of human rights in some states, military-political instability and the like. This situation requires, first of all, the creation of a common policy in the field of refugee rights in the international space, which would help to balance the burden and readiness of countries to receive refugees and ensure the exercise of their rights in their territories. As for Ukraine, further improvement in this matter requires a number of procedural rules, such as regulating the procedure for refugees' access to free medicine, providing them with adequate material support, improving the work of translators, and the like.
