Abstract

Resumen: La legislación en materia de contratación pública en el Ecuador ha sufrido un cambio profundo con la expedición de la Ley Orgánica del Sistema Nacional de Contratación Pública y el uso de las herramientas generadas por las TIC. La licitación constituye un procedimiento de adjudicación contractual, previsto en este cuerpo jurídico. Sin embargo, la selección de proveedores para determinados bienes y servicios no normalizados representa un conflicto que es asumido por los decisores en los procesos de licitación. La presente investigación propone una solución a la problemática planteada a partir del desarrollo de un método de toma de decisiones sobre licitaciones de bienes y servicios no normalizados como parte del proceso de contratación pública. El método propuesto implementa números neutrosóficos para modelar la incertidumbre.
