The present research seeks to analyze the transformations that have taken place with the impact of COVID-19 in the educational sector, analyzing the obstacles to the effectiveness of learning, because Brazil, as well as, countless countries started to develop alternative teaching-learning actions that imply in different educational levels. To achieve the results in this article, our research observed the teacher's view of the current educational reality in two states of the Brazilian federation, Piauí and Maranhão, identifying the numbers that attest to internet access in the Brazilian state, in order to discuss possible educational and emergency public policies to guarantee teaching and learning, in which the references emphasize the strengthening of distance education (EAD) in basic education, seeking to understand how the confinement resulting from this scourge affects the work activities of teachers in the basic education in the states surveyed, and thus understand how the administrative agencies have acted to reduce the negative effects of this education system. As a scientific strategy we use digital communication tools, especially WhatsApp and Google Forms, because these resources have enhanced the reach of results. In this way, the collected data were tabulated and analyzed, with the support of graphs, based on a qualitative-quantitative approach. The analyzes made it possible to conclude that there is an incipience in the appropriation of digital technologies, since teachers were not trained to work with TICs.
