This document represents Part 1 of the Deliverable D3.2 “Strategies for Policy Coherence and Sustainability” and discusses the relevance of EU policies and frameworks for prosumer. It contains a Policy Brief followed by a report which provides supporting background information. The document provides recommendations to policymakers at EU, national, and local level on how to support and mainstream renewable energy prosumerism. Where appropriate, guidance to prosumer initiatives is given on how to make the best use of the different frameworks.
