The article deals with the issues of regional development strategy, which is characterized by a high level of development of tourist and recreational sphere. The concept of strategy, peculiarities of its formation in modern conditions, directions, factors, approaches to the classification of the main factors influencing the development of strategies in regions taking into account their specialization are considered. The basic indicators of tourist and recreational activity on the example of profile enterprises of sanatorium and resort complex are analyzed; revealed problems and development trends that affect the formation of regional strategies. Recommendations on the formation of a strategy for the development of tourist and recreational activities of subjects of the Odessa region are proposed, taking into account the peculiarities of socio-economic development and the state of the industry.
