Mechanisms of public–private partnership in realization of strategic culture of preparation and conduction of changes

Abstract

culture of changes’ preparing and realization. The purpose of the article is to examine the principles of the functioning of the mechanisms of public–private partnership in the complex of resource bases of combining interests in society. The methodology of the work is based on the study of the dynamics of economic functional comparativistics. The transformations of the general economic conditions and the formation of individual points of development are considered in the context of the trends of post–globalism. At the organizational level, attention is paid, first of all, to scientific, educational and industrial clusters as an advanced form of consolidating the strategic partnership between society, the state and business. The information base of the research consists of normative acts, domestic and foreign publications, research on the development of public–private partnership. The result of the work – an analysis of the principles and mechanisms of public–private partnership was conducted. The ways of its optimization in the system of management reforms are proposed. Conclusions: the features of the overlay of economic sectors inherent in traditional, modern and postmodern ways of socio–economic processes are associated with the conditions of not finished post–modern (or quasi–post–modern) as characteristics of post–Soviet transit. The importance of a combination of general and special interests, public and private actions in the resource provision of the development and realization of the scientific and intellectual potential of society is demonstrated.
