
This paper introduces the concept of the "Rotating Number" (\circlearrowright_\omega), a novel mathematical and philosophical framework designed to describe dynamic systems and processes in a state of constant flux. Unlike static numerical values, the Rotating Number accounts for the inherent motion and temporal transitions within complex systems. The work lays the foundational logic and formalization for this new mathematical approach.
