This work presents a synthesized, rigorously formalized, and multidimensional strategy for proving the Riemann Hypothesis, based on four interconnected research sections. The central concept is the **approximation of the Riemann zeta function ζ(s) through spectral zeta functions of finite Ramanujan graphs**, generated by the groups \( \mathrm{PSL}(2, \mathbb{Z}/N\mathbb{Z}) \), combined with the introduction of a new **self-restoration operator \( \mathcal{R} \)**, which dynamically stabilizes the zeros of the functions on the critical line \( \operatorname{Re}(s) = \frac{1}{2} \).
