Segurança no Ártico: um desafio global

Abstract

Resumo em Português A segurança do Ártico é um desafio de segurança importante – um desafio global, não apenas regional – não só para os países do Ártico, mas para toda a comunidade internacional, em primeiro lugar para a Europa. Com a Federação Russa e a República popular da China a expandir o seu papel na área, e a dificuldade de encontrar uma governação indiscutível nas rotas marítimas e na exploração económica dos recursos, existe o risco de militarização do Ártico. Depois de resumir brevemente os desafios actuais e futuros no Ártico, este artigo analisa os limites devidos a um défice de instrumentos adequados para manter a segurança na região, especialmente em relação ao papel das organizações intergovernamentais internacionais, e sugere algumas soluções para superar estas deficiências. Abstarct in italiano La sicurezza dell’Artico rappresenta una delle principali sfide di sicurezza – globale, non solo regionale – non solo per i paesi artici, ma per l’intera comunità internazionale, prima di tutto l’Europa. Con la Federazione Russa e la Repubblica popolare cinese che ampliano il loro ruolo nell’area, e la difficoltà di trovare una governance indiscussa sulle rotte marittime e sullo sfruttamento economico delle risorse, c’è il rischio di militarizzazione dell’Artico. Dopo aver brevemente riassunto le sfide attuali e future nell’Artico, questo lavoro analizza i limiti dovuti alla carenza di strumenti idonei a mantenere la sicurezza nella regione, soprattutto in relazione al ruolo delle organizzazioni intergovernative internazionali, e suggerisce alcuni rimedi per superare tali carenze.
