On remit from the Swedish Government, the Swedish Research Council Formas has conducted an international evaluation of the Swedish management of European eel. The results are presented in this report divided in two parts. The first part describes Formas' implementation of the assignment, including the preparation of background information to support the evaluation, recruitment of the evaluation panel and the panel's work. In the second part, the panel presents their assessments and recommendations for revision of the Swedish Eel Management Plan. The second part of the report, where the Panel presents its conclusions, broadly follows the four areas of action identified in the Swedish Eel Management Plan of 2008: reduction of the fishery, improved out-migration opportunities for silver eels (reduced hydropower mortality), restocking of glass eels, and control.
