La reforma de la educación superior chilena concita un creciente interés, no solo de la comunidad nacional, sino que también internacionalmente, en especial en Latinoamérica. Considerando esta realidad, este trabajo tiene como finalidad principal, realizar un análisis del enfoque conceptual que subyace a la reforma del marco legislativo de la educación superior en Chile. Iniciada por el gobierno de la Presidenta Bachelet (2014-2018), dicha iniciativa de reforma es presentada aquí y estudiada en sus aspectos fundamentales de formulación y diseño. Adicionalmente se analizan la forma como la nueva legislación concibe la relación de las instituciones universitarias con el Estado, el papel de éste en el sector de la educación superior y el nuevo modelo de financiamiento que se propone en torno al objetivo de alcanzar una gratuidad universal. Se reflexiona críticamente (a partir del uso de fuentes secundarias de información) en torno al enfoque de política reflejado en el proyecto y la matriz de ideas contenidas en él. EN: Chilean higher education reform draws increasing attention not only in the national community but also internationally, particularly in Latin America. Taking this into account, the present article provides an analysis of the conceptual framework that underlies the reform of Chilean higher education law. Initiated by the government of President Bachelet (2014-2018), this reform is studied in its main features of policy formulation and design. In addition, we look at the way the proposed legislation frames the relationship between universities and the state, the state’s role vis-à-vis higher education and its funding to ensure universal and free access. Based on secondary information and literature, this paper critically reflects on the policy approach of the reform project and its core ideas.
