Abstract

ABSTRACT & RÉSUMÉ & ZUSAMMeNFASSUNG: [A new task assignment between agricultural research and extension] - Up to now the common objective of agricultural research and extension in developing countries has been the transfer of technology, developed by agricultural research institutes in order to increase agricultural production. Recent evaluations of agricultural projects in Africa revealed a disappointingly low degree of adoption of the proposed technology packaqes. This apparent ineffecteness is due to the lack of innovations adapted to the farming systems of resource poor farmers as weil as to outmoded concepts on agricultural development. To overcome this bottleneck, the search for viable innovations should not be left to conventional agricultural research alone. Indigenous agricultural systems of knowledge have to be revitalised as well. One of the main tasks of research - and extension services should be to support farmers ' experimentation in providing viable options, limiting rlsk, and analysing and developing indigenous knowledge. The communication of solutions developed by farmers should be left to more efficient external channels, either of the peasantry itself or of professional organizations. -------------------------------------------------------------------------------------------------------------------------------------------------------------------------- RÉSUMÉ: [Une nouvelle tâche assignée entre la recherche agricole et la vulgarisation] - Jusqu'à présent, l'objectif commun de la recherche agricole et de la vulgarisation dans les pays en développement a été le transfert de la technologie, mis au point par des instituts de recherche agricole afin d'augmenter la production agricole. Les évaluations récentes des projets agricoles en Afrique ont révélé un degré décevant d'adoption des packages technologiques proposées. Cette inefficacité apparente est due à l'absence d'innovations adaptées aux systèmes agricoles des agriculteurs pauvres en ressources à cause des concepts dépassés sur le développement agricole. Pour surmonter cet impasse, la recherche à des innovations viables ne devrait pas être laissée à la recherche agronomique conventionnelle seule. Les systèmes agricoles indigènes de la connaissance doivent être revitalisé. L'une des principales tâches de la recherche agricole et des services de vulgarisation devrait être de soutenir l'expérimentation des paysans en offrant des options viables et l'analyse et le développement des connaissances autochtones. La communication des solutions développées par les paysans devrait être laissée aux canaux externes plus efficaces, que ce soit de la paysannerie elle-même ou des organisations professionnelles. --------------------------------------------------------------------------------------------------------------------------------------------------------------------------- ZUSAMMENFASSUNG: Bis in die sechziger Jahre sah die internationale Agrarforschung ihre Hauptaufgabe in der Modernisierung der traditionellen Produktionstechniken in den Ländern der Dritten Welt durch die Entwicklung von Technologiepaketen, die die "Grüne Revolution" in diesen Ländern einleiten sollte. In den siebziger Jahren begann sich die Erkenntnis durchzusetzen, daß in der Regel nur größere , marktorientierte landwirtschaftliche Betriebe diese neuen Technologien auch nutzen konnten und die "Grüne Revolution" die sozialen und ökonomischen Unterschiede auf dem Lande nur noch verstärkten. Um das Produktionspotential auch der Mehrheit der bäuerlichen Kleinbetriebe zu erschließen , müßte die Agrarforschung stärker als bisher die komplexen Produktions-und Haushaltssysteme berücksichtigen, in die diese Kleinbauern eingebettet sind. Im Rahmen der "farming-systems" sollten die Forschungsergebnisse der Wissenschaftler im bäuerlichen Umfeld auf ihre technische, ökonomische, ökologische und soziale Machbarkeit überprüft und somit angepaßte Beratungsinhalte erarbeitet werden.
