Air pollution policies and measures under the National Emission reduction Commitments Directive (NECD). Update 2024. ETC HE Report 2024/2.

Abstract

Analysis of EU Member States’ submissions received under Article 6 of Directive (EU) 2016/2284 on the reduction of national emissions of certain atmospheric pollutants (NECD). These include policies and measures (PaMs) that the Member States are considering and have selected for adoption in view of fulfilling their emissions reduction commitments. Article 6 of Directive (EU) 2016/2285 on the reduction of national emissions of certain atmospheric pollutants (NECD) sets out the obligation for Member States to draw up, adopt and implement their respective National Air Pollution Control Programs (NAPCP) to limit their anthropogenic air pollution emissions. These include policies and measures (PaMs) that the Member States are considering and have selected for adoption in view of fulfilling their emissions reduction commitments. This report analyses the individual policies and measures received from Member States, focusing on updates received during January 2022 to January 2024. Updates have been received from Cyprus, Czechia, Estonia, France, Ireland, Lithuania, Luxembourg, Poland and Spain. Romania has submitted for the first time during this period.
