Abstract

Les études sur le management de la digitalisation des services ont bien révélé son efficacité. Cependant, le lien entre le management de la digitalisation des fonctions, la mobilisation citoyenne et l’innovation sociale est peu investigué. Même les recherches sur l’efficacité du management de la digitalisation des services municipaux sont quasi inexistantes. Pour éclairer cette zone grise, une recherche auprès des conseillers municipaux et les chefs de service des communes, au Tchad, a été réalisée. La démarche hybride a été déployée. Elle a favorisé la production des données au moyen de 15 entrevues semi-structurées et 220 sondages par enquête. L’approche de déconstruction du management de la digitalisation des services en trois construits (gestion de l’appropriation des médias sociaux, gestion de l’opérationnalisation des plateformes numériques et gestion de l’agilité organisationnelle) a été utilisée. Les résultats ont montré que la gestion de l’appropriation des médias sociaux et l’agilité organisationnelle favorisent l’émergence et la structuration de la dynamique de l’intelligence collective citoyenne. Ensuite, la gestion de l’opérationnalisation des plateformes numériques est un véritable levier pour l’adaptation et la résilience du système d’innovation sociale. Tandis que la dynamique de l’intelligence collective accroît la résilience du système d’innovation sociale. Cependant, la gestion de l’agilité organisationnelle a un apport peu significatif sur la mobilisation citoyenne. C’est surtout la gestion de l’intelligence collective citoyenne, levier de mutualisation des connaissances et des forces, qui accroît la performance en innovation entrepreneuriale sociale. L’article est utile pour les conseillers municipaux et les chefs de service qui trouveront des pistes pouvant permettre d’améliorer leur pratique de mobilisation citoyenne. Tandis que le gouvernement et ses partenaires trouveront de nouvelles orientations permettant de renforcement les capacités des services municipaux afin qu’ils soient capables de développer des projets d’innovation sociale.

Studies on the digital transformation of organizational services have clearly revealed its effectiveness. However, the link between the management of the digitization of functions, citizen mobilization and social innovation is little investigated. Even research on the effectiveness of the management of the digitalization of municipal services is almost non-existent. To shed light on this gray area, research with municipal councillors and heads of departments of municipalities in Chad was carried out. The hybrid approach has been deployed. She facilitated the production of data through 15 semi-structured interviews and 220 surveys per survey. The approach of deconstructing the management of the digitalization of services into three constructs (management of the appropriation of social media, management of the operationalization of digital platforms and management of organizational agility) was used. The results showed that the management of social media appropriation and organizational agility promote the emergence and structuring of the dynamics of citizen collective intelligence. Then, the management of the operationalization of digital platforms is a real lever for the adaptation and resistance of the social innovation system. While the dynamics of collective intelligence increase the resilience of the social innovation system. However, the management of organizational agility has little significant contribution to citizen mobilization. It is above all the management of collective citizen intelligence, a lever for pooling knowledge and forces, which increases performance in social entrepreneurial innovation. The article is useful for municipal councillors and department heads who will find ways to improve their practice of citizen mobilization. While the government and its partners will find new directions to build the capacity of municipal services so that they are able to develop social innovation projects.
