D'importants efforts sont en cours au sein de l'UE pour préparer l'évaluation de l'état environnemental des mers européennes par la directive-cadre sur la stratégie pour le milieu marin (DCSMM). Cette évaluation sera seulement aussi bonne que les indicateurs choisis pour suivre les onze descripteurs du bon état environnemental (GEnS). Un cadre objectif et transparent pour déterminer si les indicateurs choisis soutiennent réellement les objectifs de cette politique n'est toutefois pas encore en place. De tels cadres sont nécessaires pour s'assurer que les ressources limitées disponibles pour cette évaluation optimisent la probabilité de réaliser la GEnS dans les États collaborateurs. Ici, nous avons développé un protocole basé sur des hypothèses pour évaluer si les indicateurs candidats répondent aux critères de qualité explicites de la DCSMM, auxquels la communauté d'évaluation aspire. Huit critères de qualité sont distillés à partir d'initiatives existantes, et un protocole de test et de notation pour chacun d'entre eux est présenté. Nous illustrons son application dans trois exemples travaillés, couvrant des indicateurs pour trois descripteurs GEnS (1, 5 et 6), diverses composantes de l'habitat (algues, herbiers marins, macrofaune benthique et plancton) et des régions d'évaluation (eaux danoises, lituaniennes et britanniques). Nous soutenons que ce cadre fournit une structure nécessaire, transparente et normalisée pour soutenir la comparaison des indicateurs candidats et le processus décisionnel menant à la sélection des indicateurs. Son application pourrait aider à identifier les limites potentielles des indicateurs candidats actuellement disponibles et, dans de tels cas, aider à cibler le développement d'indicateurs plus adéquats. L'utilisation de ces approches normalisées facilitera le partage des connaissances acquises entre les parties à la DCSMM malgré la spécificité du contexte dans les régions d'évaluation, et soutiendra la gestion des mers européennes fondée sur des données probantes.
Se están realizando grandes esfuerzos dentro de la UE para preparar la evaluación de la Directiva Marco de Estrategia Marina (DMEM) sobre el estado ambiental de los mares europeos. Esta evaluación solo será tan buena como los indicadores elegidos para monitorear los once descriptores de buen estado ambiental (GEnS). Sin embargo, aún no se ha establecido un marco objetivo y transparente para determinar si los indicadores elegidos apoyan realmente los objetivos de esta política. Dichos marcos son necesarios para garantizar que los recursos limitados disponibles para esta evaluación optimicen la probabilidad de lograr GEnS dentro de los estados colaboradores. Aquí, desarrollamos un protocolo basado en hipótesis para evaluar si los indicadores candidatos cumplen con los criterios de calidad explícitos de la MSFD, a los que aspira la comunidad de evaluación. Se destilan ocho criterios de calidad de las iniciativas existentes, y se presenta un protocolo de pruebas y puntuación para cada una de ellas. Ejemplificamos su aplicación en tres ejemplos trabajados, que abarcan indicadores para tres descriptores GEnS (1, 5 y 6), varios componentes del hábitat (algas, pastos marinos, macrofauna bentónica y plancton) y regiones de evaluación (aguas danesas, lituanas y del Reino Unido). Argumentamos que este marco proporciona una estructura necesaria, transparente y estandarizada para apoyar la comparación de indicadores candidatos y el proceso de toma de decisiones que conduce a la selección de indicadores. Su aplicación podría ayudar a identificar posibles limitaciones en las métricas candidatas actualmente disponibles y, en tales casos, ayudar a enfocar el desarrollo de indicadores más adecuados. El uso de dichos enfoques estandarizados facilitará el intercambio de los conocimientos adquiridos entre las partes de la MSFD a pesar de la especificidad del contexto en todas las regiones de evaluación, y apoyará la gestión basada en la evidencia de los mares europeos.
Large efforts are on-going within the EU to prepare the Marine Strategy Framework Directive's (MSFD) assessment of the environmental status of the European seas. This assessment will only be as good as the indicators chosen to monitor the eleven descriptors of good environmental status (GEnS). An objective and transparent framework to determine whether chosen indicators actually support the aims of this policy is, however, not yet in place. Such frameworks are needed to ensure that the limited resources available to this assessment optimize the likelihood of achieving GEnS within collaborating states. Here, we developed a hypothesis-based protocol to evaluate whether candidate indicators meet quality criteria explicit to the MSFD, which the assessment community aspires to. Eight quality criteria are distilled from existing initiatives, and a testing and scoring protocol for each of them is presented. We exemplify its application in three worked examples, covering indicators for three GEnS descriptors (1, 5 and 6), various habitat components (seaweeds, seagrasses, benthic macrofauna and plankton), and assessment regions (Danish, Lithuanian and UK waters). We argue that this framework provides a necessary, transparent and standardized structure to support the comparison of candidate indicators, and the decision-making process leading to indicator selection. Its application could help identify potential limitations in currently available candidate metrics and, in such cases, help focus the development of more adequate indicators. Use of such standardized approaches will facilitate the sharing of knowledge gained across the MSFD parties despite context-specificity across assessment regions, and support the evidence-based management of European seas.
