La historiografía tradicional generalmente ha sostenido que la primera ley, promulgada por Teodosio I, que prohibió los sacrificios en su totalidad vio la luz el 24 de febrero del 391 (1 ). Con anterioridad este soberano había dictado medidas que atacabana los sacrificios, pero se trataba de sacrificios de consulta o con un fin adivinatorio, que podían atentar contra la seguridad del Estado, y que por tanto ya habían sido prohibidos por emperadores anteriores a él.
