Abstract

El presente trabajo consiste en la elaboración del plan de gestión del proyecto Inventario Forestal Nacional de Costa Rica (IFN-CR) para el Sistema Nacional de Áreas de Conservación (SINAC), quien ha decido realizarlo por primera vez con recursos propios. Para ello se realizó la búsqueda de información y documentación del primer inventario forestal nacional realizado en el país entre los años 2013 y 2014, como referencia para guiar el nuevo esfuerzo. Se encontró información técnica, pero no se encontró documentación sobre cómo gestionar el proyecto por su propia cuenta, adicionalmente la institución no cuenta con herramientas o métodos para la gestión de proyectos. Se realizó una investigación cualitativa basada principalmente en entrevistas a 15 funcionarios del SINAC y dos ingenieros forestales consultores que coordinaron actividades del primer inventario; para conocer los requisitos del proyecto y los activos de procesos de la organización. Se realizó también una revisión documental de diferentes marcos de referencia sobre buenas prácticas en gestión de proyectos para el plan de gestión. Una vez identificados los requisitos del proyecto y seleccionado el conjunto de buenas prácticas, se elaboró dicho plan y su propuesta de implementación en la organización. Entre los principales requisitos del IFN-CR se identificaron que tiene una duración de seis años y dos meses, donde se reconocieron 82 actividades, que se realizarán con un equipo de proyecto con once roles de trabajo, cuya línea base del costo es de ₡ 813 037 874,17. El riesgo global del proyecto es no recibir asignación de presupuesto, no obstante, la oportunidad de éste es recibir cooperación técnica y financiera de partes interesadas. Se utilizó el PMBOk® como principal marco de referencia para la selección de las buenas prácticas en temas como estimación de costos, desarrollo y seguridad del equipo de proyecto, integración, calidad, manejo de las comunicaciones, alcance, control de cambios, tiempo, interesados, adquisiciones, riesgos y una guía para el informe de cierre. Se elaboró el plan de gestión del IFN-CR en un archivo Excel que contiene 21 documentos (formularios) basados en buenas prácticas para permitirle al SINAC gestionarlo a lo largo de todo su ciclo de vida. El estudio propuso un plan de implementación que se realizó y formalizar el inicio del IFN-CR a través de un acuerdo del CONAC.

This work consists of the development of the management plan for the Costa Rican National Forest Inventory (IFN-CR) project for the National System of Conservation Areas (SINAC), which has decided to carry it out for the first time with its own resources. For this, the search for information and documentation of the first national forest inventory carried out in the country between 2013 and 2014 was carried out, as a reference to guide the new effort. Technical information was found, but no documentation was found on how to manage the project on its own, additionally the institution does not have tools or methods for project management. A qualitative research was carried out based mainly on interviews with 15 SINAC officials and two consulting forestry engineers who coordinated the activities of the first inventory; to learn about the organization's project requirements and process assets. A documentary review of different reference frameworks on good practices in project management was also carried out for the management plan. Once the project requirements had been identified and the set of good practices had been selected, said plan and its implementation proposal in the organization were drawn up. Among the main requirements of the IFN-CR, it was identified that it has a duration of six years and two months, where 82 activities were recognized, which will be carried out with a project team with eleven work roles, whose baseline cost is ₡ 829 899 660.16. The overall risk of the project is not receiving budget allocation, however, the opportunity for this is to receive technical and financial cooperation from interested parties. The PMBOk® was used as the main frame of reference for the selection of good practices in topics such as cost estimation, development and security of the project team, integration, quality, communication management, scope, change control, time, stakeholders, acquisitions, risks and a guide to the closing report. The IFN-CR management plan was prepared in an Excel file containing 21 documents (forms) based on good practices to allow SINAC to manage it throughout its life cycle. The study proposed an implementation plan that was carried out and formalize the start of the IFN-CR through a CONAC agreement.
