La gobernanza del agua en España

Abstract

España tiene una gran experiencia en la gestión del agua, que ha venido desarrollándose siguiendo los principios de la unidad de cuenca y de la gestión integrada. Esta experiencia es además pionera en el mundo, con la creación de las Confederaciones Hidrográficas en el año 1926. La nueva Directiva Europea del Agua del 2000, consolida y reafirma el modelo español. En este artículo se describe la incidencia de los nuevos Estatutos de Autonomía sobre la gobernanza del agua en nuestro país, y se analizan los efectos y retos que suponen la segregación y fragmentación de las cuencas hidrográficas naturales.

Spain has a long history of water management which has been developed through the integralted management of hydrographic basins by individual water boards. This pioneering formula led to the creation of the Confederation of Water Boards in 1926 and the new European Water Framework Directive of 2000 has only gone to consolidate and validate the Spanish model. This article describes the effect of the new Regional Statutes on the governance of water in Spain and considers the effects and challenges posed by the segregation and fragmentation of natural hydrographic basins.
