Cet article interroge la circulation du discours managérial dans la sphère éducative en étudiant le rôle des « instruments d’action publique ». Nous nous appuyons sur l’analyse d’un dispositif, le « plan de pilotage », qui opérationnalise une réforme d’envergure du système scolaire belge francophone, afin de montrer que cet instrument institue un lexique et impose aussi la mobilisation de ce lexique selon des raisonnements spécifiques censés guider l’action.
