Le commerce du bois tropical et la protection des forêts

Abstract

Le commerce international du bois tropical en rapport avec la gestion durable des forêts tropicales est un thème qui a profondément divisé les pays développés et les pays en voie de développement. En effet, le conflit porte sur les mesures commerciales unilatérales prises en vue de la gestion durable des forêts tropicales. De la même manière, des mesures de restriction commerciale sur le bois tropical ont été prises également au sein de la Convention international sur le commerce des espèces en voie d'extinction, plus connue comme CITES. Les pays en voie de développement revendiquent un ordre économique et commercial libre et ouvert, sans entraves et sans obstacles. En dernière instance, le commerce du bois tropical est régi par les règles du GATT/OMC, en tant que cadre commercial multilatéral globalisant. La question à laquelle la thése tente de répondre est la suivante: dans quelle mesure les règles du GATT/OMC peuvent coexister avec des mesures de protection des forêts tropicales?
