Abstract

La crise de l’eau signifie la crise de la vie. Sans changement culturel il ne peut y avoir un changement de gestion de l’eau. Cela implique que la culture de l’eau devrait cesser d’être considérée comme un énième composant des projets, programmes et plans, pour être considérée comme génératrice et conditionnant tous les autres composants de la gestion. Les approches actuelles de la gestion de l’eau évitent de concevoir l’axe de son action en fonction de la culture et de la démocratie de l’eau, même si ce qu’ils décrivent comme gouvernabilité ou crise de l’eau s’avère être éminemment culturel et dérivant du manque de démocratie. Par ailleurs, nous montrons de quelles manière émergent les processus qui assument à partir de la société civile des approches culturelles et démocratiques afin d’affronter la crise de l’eau. Ce travail affirme que l’approche partant de la culture démocratique de l’eau correspond à un projet éthique de durabilité de la vie.

The crisis of water is the crisis of life. Without cultural change there cannot be a change in the management of water. This implies that the culture of water should stop being considered just as another component of projects, programs and plans, and start to be understood as procreator and condition for all the other components of t management.The current envisages on management of water avoid focussing its action in the culture and democracy of water, even though what they describe as gobernability, or water crisis, is mainly a cultural issue originated in the lack of democracy. On the other hand, it is exposed how new processes are emerging which form citizenship undertake cultural and democratic perspectives to face the crisis of water. Throughout this work it is stated that the perspective from the democratic culture of water is an ethical project for the sustainability of life.

La crisis del agua es la crisis de la vida. Sin cambio cultural no puede darse un cambio en la gestión del agua. Esto implica que la cultura del agua debería dejar de ser considerada como un componente más de los proyectos, programas y planes para pasar a ser entendida como generadora y condicionante de todos los otros componentes de la gestión.Los enfoques actuales de la gestión del agua evitan poner el eje de su acción en la cultura y democracia del agua, aunque lo que describen como gobernabilidad o crisis del agua es eminentemente cultural y derivado de la falta de democracia. Por otra parte se muestra cómo están surgiendo procesos que desde la sociedad civil asumen enfoques culturales y democráticos para enfrentar la crisis del agua. A lo largo del trabajo se postula que el enfoque desde la cultura democrática del agua es un proyecto ético de sustentabilidad de la vida.
