The problem of managing and controlling the green building construction projects based on the management factors correlated with Information Communication Technology (ICT) factors considered a main challenge in the recent years. for that, this study investigated the effect of green sustainable building construction successes factors when using information communication technology (ICT) in Iraq. the methodology of the present work started with the Delphi method and depending on relevant research and expert perspectives. the selected factors were eighteen for management factors and ten for ICT factors. then, the results subjected to TOPSIS method to test and reduce the factors. after reducing the factors by ignoring the weak TOPSIS ranks results, the factors evaluated and tested using the success factors of construction projects. the results observed that Complexity and rigid requirements correlated with Resources management(labor, material, and equipment) using ICT, Lack of market demand correlated with Technical calculation using ICT, Insufficient rating systems and available programs correlated with Purchases and invoicing using ICT, Lack of databases and information correlated with Site management and security using ICT and Insufficient rating systems and available programs correlated with Purchases and invoicing using ICT were the main effective factors in the green and sustainable construction projects.
