Not only in Turkey but also in the world, with the impact of globalization, centralized management tends to transfer their powers and duties to local governments. In the process of change which has been experienced since the 1980s, municipalities have taken important responsibilities in terms of services that must be fulfilled by the social state. With the reforms made in the field of local governments after 2004 in our country also municipalities are authorized and assigned by services to be presented within social municipalities. The municipalities need to deal with the social problems of the citizens living within their borders in accordance with the individual and social expectations, and to respond to their demands in economic, cultural and social qualities.The concept of social municipality in Kirsehir Municipality was the subject of this study. The activities, services and projects of the municipality within the scope of social municipiality are addressed and the level of social responsibility and awareness were investigated. According to the results of the observation, it has been found that the activities, projects and services targeting at all social segments were carried out. It was concluded that Kirsehir Municipality included the concept of social municipalism to its municipality mission and this concept was dominant.It was aimed to measure how the services provided by the Municipality of Kirsehir reflect to the public, the people's utilization of these services, their levels of satisfaction and attitudes and the scale was applied to the citizens. Considering the results of the analysis although the satisfaction, utilization and sufficiency level of activities carried out for some social groups and social areas remained low; in general, according to the findings, it was found that the understanding of social municipality Kirsehir Municipality and the services provided within this context were positively evaluated by the people of Kirsehir.

Gerek dünya düzeninde gerekse Türkiye'de küreselleşmenin etkisiyle merkezi yönetimler yetkilerini ve görevlerini yerel yönetimlere devretme eğilimine girmektedir. 1980'lerden itibaren yaşanan değişim sürecinde sosyal devlet tarafından yerine getirilmesi gereken hizmetler noktasında belediyeler önemli sorumluluklar üstlenmektedirler. Ülkemizde de 2004 yılı sonrası yerel yönetimler alanında yapılan reformlarla belediyeler sosyal belediyecilik kapsamında sunulması gereken hizmetler açısından yetkilendirilmekte ve görevlendirilmektedirler. Belediyeler çağın gereklerine, bireysel ve toplumsal beklentilere uygun olarak sınırları dâhilinde yaşayan vatandaşların sosyal sorunları ile ilgilenmek, ekonomik, kültürel, sosyal nitelikteki taleplerine cevap vermek durumundadırlar. Yürütülen bu çalışma ile sosyal belediyecilik anlayışı Kırşehir Belediyesi özelinde inceleme konusu yapılmıştır. Belediyenin bu anlayış kapsamındaki faaliyetleri, hizmetleri ve projeleri ele alınmış, sosyal sorumluluk düzeyi ve bilinci araştırılmıştır. Yapılan inceleme neticesinde tüm toplumsal kesimleri hedef alan faaliyet, proje ve hizmetlerin icra edildiği tespit edilmiştir. Kırşehir Belediyesi'nin belediyecilik misyonuna sosyal belediyecilik anlayışını kattığı ve bu anlayışın hâkim olduğu kanısına varılmıştır.Kırşehir Belediyesi tarafından sunulan hizmetlerin halka nasıl yansıdığı, halkın bu hizmetlerden yararlanma durumu, memnuniyet düzeyi ve tutumuna yönelik algılarının ölçülmesi hedeflenmiş ve vatandaşa yönelik anket uygulaması yapılmıştır. Analiz sonuçları göz önüne alındığında kimi sosyal grup ve sosyal alanlara yönelik gerçekleştirilen faaliyetlerin memnuniyet, yararlanma ve yeterli bulunma düzeyi düşük kalmakla birlikte genel olarak Kırşehir Belediyesi'nin sosyal belediyecilik anlayışı ve bu kapsamda sunulan hizmetlerin Kırşehir halkı tarafından olumlu değerlendirildiği sonucuna varılmıştır.
