Tiesioginės paramos žemės ūkio veiklai subsidijų indėlis generuojant įvairių ūkių pajamas Lietuvoje menkai ištirtas. Kita vertus, šis klausimas yra aktualus diskusijose dėl Bendrosios agrarinės politikos pakeitimų 2014–2020 m. programavimo laikotarpiui. Reikia pastebėti, kad ankstesniuose tyrimuose buvo remtasi Ūkių apskaitos duomenų tinklo (ŪADT) skelbiamais duomenimis, apskaičiuotais šalies vidutiniam ūkiui bei ūkių grupėms tik pagal keletą požymių (dydį, ūkininkavimo tipą, žemės našumą ir kt.). Pagal ŪADT skelbiamus duomenis negalima įvertinti minėtos paramos subsidijų reikšmės pagal tokius svarbius kriterijus, kaip išmokų dydis, žemės ūkio veiklos pozicija kitų ekonominių veiklų atžvilgiu ir, atitinkamai, pajamų iš žemės ūkio dalis visose ūkių pa-jamose bei pan. Dėl to šiame straipsnyje pristatomi tiesioginės paramos žemės ūkio veiklai reikšmės generuojant ūkių pajamas subjektyvaus vertinimo rezultatai, gauti vykdant mokslinių tyrimų projektą „Agrarinės politikos poveikis kaimo gyventojų pajamoms ir jų diferenciacijai“5. Tyrimu buvo siekta identifikuoti tiesioginių ir kompensacinių išmokų indėlio generuojant ūkio pajamas statistiškai reikšmingus skirtumus pagal įvairius ūkių ekonominius bei socialinius požymius. Tyrimas atliktas remiantis socialiniais duomenimis, t. y. pagal pačių paramos gavėjų įvertintą tiesioginių ir kompensacinių išmokų indėlį į ūkių bendrąsias įplaukas.
The paper presents the results of “The Impact of Agricultural Policy on Income Levels and Income Differentiation among Rural Inhabitants” project based on the subjective approach to the evaluation of economic effects of direct subsidies. The aim of the research is to uncover the beneficiaries’ estimations of direct payments’ contribution to the farm income generation as a whole. The research is based on primary data that were obtained from a quantitative survey of the beneficiaries of agricultural direct aid. It was found that the contribution of direct payments (area payments and specific support payments in the beef, dairy and sheepmeat sector) to farm whole revenue generation was higher in larger farms, which are also the recipients of higher direct subsidies; farms in which farming is the main and full-time activity; farms in which income from farming is the main income source. It was found that the contribution of compensatory payments (less favoured area payments and agri-environmental payments for organic farms) to farm whole revenue generation was higher in larger farms, which are also the recipients of higher direct subsidies; farms in which farming is a full-time activity; farms in which income from farming is the main income source for the family.
