Abstract

The status of Turkey as a republic was declared on 29 October 1923, and the Presidency/Wardenship of Religious Affairs was established on 3 March 1924. A constitutional organization of the same age with the Republic, the Presidency of Religious Affairs is the only institution responsible for religion and religious services in the country. Composed of central, provincial and overseas organizations, the Presidency of Religious Affairs reaches to the most remote parts of the country, and provides religious service to 111 countries from Japan to Canada, Australia to Africa, from the USA to Turkic Republics, Balkan countries, and Turkish Republic of Northern Cyprus, and particularly European countries. There is no other institution among the institutions of Republic of Turkey with such an extensive field of service. Religion has theoretical, practical, and sociological dimensions according to Jocahim Wach while Islamic scholars categorize as faith, worship, morality, and muamalat. All these fields are closely related to the duties of the Presidency of Religious Affairs. Most of the religious services both in Turkey and abroad are either mosque services or mosque-centered services. Besides being places of worship, mosques also have important functions in establishing national unity and fraternity, social solidarity, and integration. Mosques are sacred places in which thousands and even millions of people of all ages and genders regardless of their educational, cultural, or social status receive service. Although the Presidency of Religious Affairs has a wide range of services in diverse fields, the focus of this study will be mosques and mosque services. Religious services executed in mosques, the officials who carry out these services, and their activities will be discussed and the sociological dimension of these services will be focused.

29 Ekim 1923 de Cumhuriyet ilan edilmiş, 3 Mart 1924 tarihinde de Diyanet İşleri Reisliği/Başkanlığı kurulmuştur. Anayasal bir kuruluş olan ve Cumhuriyet ile yaşıt bulunan Diyanet İşleri Başkanlığı ülkede din ve din hizmetlerinden sorumlu tek kurumdur. Merkez, taşra ve yurtdışı teşkilatlarından oluşan Diyanet İşleri Başkanlığı ülke genelinde en ücra köşelere kadar, yurtdışında da başta Avrupa ülkeleri olmak üzere, ABD, Türki Cumhuriyetler, Balkan ülkeleri ve Kuzey Kıbrıs Türk Cumhuriyeti olmak üzere Japonya’dan Kanada’ya, Avusturalya’dan Afrika’ya 111 ülkeye din hizmeti götürmektedir. Türkiye Cumhuriyeti kurumları arasında hizmet alanı bu kadar geniş olan başka bir kurum bulunmamaktadır. Jocahim Wach’a göre dinin teorik, pratik ve sosyolojik, İslam bilginlerine göre ise inanç, ibadet, ahlak ve muamelat boyutu vardır. Bu alanların tamamı Diyanet İşleri Başkanlığının görevi ile yakından ilgilidir. Gerek yurtiçi gerekse yurtdışındaki din hizmetlerinin çok büyük bir kısmı cami ve cami merkezli hizmetlerdir. Camiler birer ibadet mekânı olmanın yanında, milli birlik ve beraberliğin tesisi ile sosyal yardımlaşma, dayanışma ve kaynaşma konularında da çok önemli işlevler görmektedir. Camiler her yaş ve cins, her eğitim, kültür ve sosyal statüden binlerce ve milyonlarca kişiye hizmet verilen kutsal mekânlardır. Diyanet İşleri Başkanlığının çok farklı konularda çok geniş bir hizmet alanı olmakla beraber, bu çalışmada cami ve cami hizmetleri üzerinde durulacaktır. Camilerde ifa edilen din hizmetleri ve hizmetleri yerine getiren görevliler ile onların çalışmaları ele alınacaktır. Bu hizmetlerin sosyolojik boyutu üzerinde durulacaktır
