Abstract

O trabalho parte da análise do discurso parlamentar brasileiro, inscrito nas disputas sobre a neutralidade da rede, para investigar os seus sentidos ideológicos. Propõe uma crítica, a partir da filosofia da tecnologia, ao debate sobre a neutralidade da rede e verifica a sua inserção no discurso da democratização. Aponta que a neutralidade da rede se aproximou mais da manutenção das lógicas de poder associadas à estrutura do poder global do que da superação da apropriação capitalista dos meios de comunicação. Assim, advoga a reorientação da disputa da hegemonia pela Internet diante da necessidade de reapropriação das infraestruturas públicas comunicacionais.
