A política orçamental no quadro do pacto de estabilidade e crescimento na zona euro: um contributo crítico

Abstract

Com a decisão política de se prosseguir na construção da União Monetária Europeia (UEM), os Estados-membros para participarem nessa União, foram obrigados a cumprir determinados requisitos, em particular, os «critérios de convergência nominal» definidos pelo Tratado da União Europeia (TUE, Maastricht, 1992). Contudo, depois da adesão à UEM, e em conformidade com os TUE e Pacto de Estabilidade e Crescimento (Amsterdão, 1997), são exigidas restrições às políticas orçamentais dos países participantes na zona Euro, enquanto que as políticas monetária e cambial tornam-se comuns e centralizadas no Banco Central Europeu (BCE). Estas limitações às políticas orçamentais nacionais são importantes na análise das formas de ultrapassagem dos impactos macroeconómicos resultantes do advento de «choques assimétricos» negativos nas economias dos Estados-membros.
