Abstract

The Abbasids gave up largely “Arabist policy” adopted in the reign of the Umayyads thanks to the social, political and military forces that they relied on as coming to power. This situation paved the way for the non-Arab elements to be more effective in many areas, particularly in the state administration, and Iranian-Sasanid influence especially marked these areas in the period of the first Abbasid caliphs. The power struggle between the members of Abbasid dynasty al-Ma’mun and his brother Amin, resulted in favor of al-Ma’mun, thus increasing the influence even more. Fadl b. Sahl who is the subject of the article is the representative of the Iranian-Sassanian influence in the first century of the Abbasid rule. In this study, the effects of Abbasid Vizier Fadl b. Sahl on politics and important events of his period are tried to be revealed in the light of the traditions and contemporary reviews.

Abbâsîler, iktidara gelişlerinde dayandıkları askerî, siyasî ve sosyal güçler sebebiyle Emevîler devrinde izlenen "Arapçı siyaseti" büyük oranda terk ettiler. Bu durum, gayr-ı Arap unsurların devlet idaresi başta olmak üzere bir çok alanda daha etkili olmalarına zemin hazırlamış, ilk dönem Abbâsi halifeleri zamanında söz konusu alanlarda özellikle İran-Sâsâni tesiri damgasını vurmuştur. Abbâsî hanedan üyesi Me'mun'un (813-833) kardeşi Emin'le (809-813) arasında çıkan iktidar mücadelesi, Me'mûn'un lehine sonuçlanarak bu tesiri bir kat daha artırmıştır. Makalenin konusunu teşkil eden Fazl b. Sehl (ö. 202/818), Abbâsî iktidarının ilk asrında etkili olan İran- Sâsâni tesirinin bu devre ait temsilcisidir. Çalışma kapsamında Abbâsî veziri Fazl b. Sehl'in, döneminde izlenen siyasete ve önemli olaylara etkisi rivayetler ve günümüz değerlendirmeleri ışığında ortaya konmaya çalışılmıştır.
