Abstract

Diyarbakır'da engellilerle ilgili ilk verileri, M.Ö. 7000 Çayönü kazılarındaki insan kemiklerinde görüyoruz. Diyarbakır'ın fethinde bedensel engelli sahabe Muaz bin Cebel'e rastlıyoruz. 1200 yıllarında Artuklular döneminde ilk görme engelliler okulunun açıldığını müşahede ediyoruz. 1691 yılında Diyarbakır'da zihinsel engellilerle ilgili görevlilerin olduğunu öğreniyoruz. Diyarbakır'ı yöneten 8 valinin engelli oluşu, günümüzde engelliler için bir hedef olmalıdır.
